One dead in Monte Vista standoff

MONTE VISTA—Steven Scott Proctor, 54, was found dead, of an apparent self-inflicted gunshot wound after a standoff with Monte Vista Police on Sunday.

Corporal Jason Russell of the Monte Vista Police Department obtained a warrant for Proctor’s arrest on Jan. 20 according to a statement from the department. The Felony Menacing warrant stemmed from an incident reported on Jan. 19 when Proctor had threatened someone with a firearm.

The standoff took place at Proctor’s home on the 200 block of Dunham Street. Law enforcement personnel blocked roads surrounding the property from 1st Avenue to 3rd Avenue and evacuated neighbors in houses adjacent to the house.

Russell was able to make contact with Proctor on his telephone in the late afternoon, but Proctor refused to leave his home and surrender himself to the police. Officers from the MVPD, the Rio Grande County Sheriff’s Office and the Colorado State Patrol assisted with the incident.

After several conversations with Proctor, communication stopped in the early evening. MVPD officers entered the house shortly after 10 p.m. and found Proctor, who was alone in the house, dead.

An autopsy is scheduled for Jan. 22 in El Paso County. The MVPD will continue to investigate the incident along with the 12th Judicial District Attorney’s Office.
